If a directory gives more traffic and value to our site by listing into it than whether it would be lower PR then also listing into it would be important...
placing an Ad on a new and highly promoted directory with PR 0 (as its new) will also bring good traffic...right ???

Yes it will bring alot of traffic, but having so much hipe about pr in forums, and internet as a whole as soon as every site sees your a pr 5 there starts to be alot of talk reguarding you site whitch will create traffic, and popularity with your site.
