John your problem is (and has been for many years) that you are looking at this from a seo perspective rather than that of someone who wants to create useful directory of websites.
Someone with your resources could be instrumental in creating such a directory, but all you have managed to do is to create a handful of site promotion directories. There are literally tens of thousands of such promotion directories around and a directory with the constitution that you envisage would be little different.
For a directory to be a truly valuable resource the emphasis need to be on the product not the needs of webmasters.
