Part of the perceived problem with DMOZ is transparency. I think a directory that maintained a public history of the review process - who reviewed, comments, change log for listing, etc. - would be breaking the mold. I envision something like the Wikipedia's editor comments. It doesn't solve problems where there is genuine disagreement over an issue, but it should help curb blatant abuses.
