Hi,
Yes, relevant links is important. For example, if your site is about realestate and other realestate sites link to you obviously those are relevant and Google would consider that to be of greater value than say a site that's about jewelry. However, links from relevant content is also important. So say for example a blog writes a post about realestate and they link to your site that also is good, but Google may not necessarily consider that to be as much of an authoritative link as a site that is entirely based on your same category. There are certainly many variables to that. If that blog writes about realestate frequently then that would also be in your favor.

Directories help too, but my personal preferred method is by gaining links in the most natural way, which is from relevant content. That indicates to Google that you gained the incoming link based on "merit" due to your site being of interest to others. The more incoming links you gain based on "merit" is always a good thing!
