I agree with Peter, that is the kind of stuff that is done to artificialy manipulate the search results. Just link out to quality, useful sites that will benefit your readers and don't worry about link juice. Look, v7n and other excellent directories link out to thousands of sites and they manage to maintain decent page rank. If you build your web site for your visitors and not for robots why would you even care about no-follow tags. If you think you should slap a no-follow tag on a link then maybe you shouldn't even have the link on your web site in the first place.
