Apache, Preinstallation questions.

I recently downloaded Apache 2.0, but haven't installed it yet.

I wondered if I could actually execute files on apache behind my dynamic ip address. I only want the server for personal and learning uses. To load and test scripting files before loading them on a hosted server. Can I run apache behind my ipaddress, by using maybe something like so; 60.103.29.98/index.html

If posible, how can I do this? Any tips for a beginner?
