If your problems are regarding service quality, I would suggest it's unlikely that complaining will get you anything beyond some kind of financial compensation (e.g. free/reduced price period etc.) as I don't know of any hosting provider that doesn't offer the best service they're capable of.

For $20/month you can get decent hosting from any number of providers, but as previous posters have said you will need to give us more information about your specific requirements to get appropriate advice on where to consider next.

Probably a good starting point would be an overview of your current package - i.e. space, data transfer ("bandwidth"), control panel software, scripting, number of domains etc.
