I don't think they would relax the rules, or if they want to do something smart, they should open a function in webmaster tools to indicate the reason of SR so webmasters can correct and improve sites and pages. Cleaner the SE Google would be, more advertisers will buy the service.
I really don't like Google to put pages in SR full of spamming/penalty listing. If it is a technical problems like navigation problem, or not enough links directed to products pages, should be considered differently.
Like I said SR should not be listed at all, because visitors could be very disappointed if they click on clone sites, link farms etc....with just a page with thousands deceptive links or redirect on page full of advertising.
Remember, the purpose of SE is to serve and display the most related keywords, or keyphrases corresponding to their listings crawled on the net and sell ads like adwords.
Ask to the advertisers if they will be happy to pay when search results display link farms pages, even if is SR. Personatly I will not pay for this crap. So the best way to sell advertising like adwords is to clean up and remove deceptive and unrelated pages made specialy for SEO or massive advertissements.
This is why SR need to be removed, even if you are in SR you have a chance the SE will not most of the time display your pages ranked high, so why keeping crap in second index?
