I agree with SportsNarrative, it does seem to be a nice clean layout. What are you goals for this site? (ex. Provide information, create revenue, build a community, etc).

Small enhancements you could make are:

Page: how-to-create-a-website-html4-tutorials.html
Change: Link the sub-bullets to take you directly to that point on the page. So, "What is WWW?" would take you right to that section of the "HTML 4.01 Introduction" page.

Page: All
Change: I find myself getting lost as to which page I am on. It may just be me, but the I think it would clear it up a little if you removed the ""How To Create A Website | " from the
"How To Create A Website | How To Register A Domain Name" title on each page. We know we are on the "How To Create A Website" website, I do not see a need to repeat it in each title. Again, just my 2cents. However, this may increase your keywords, yada yada yada...

Overall, you have a lot of decent content here. I did notice a couple of "Under construction" pages, the sooner you get those cleaned up the better.
