Well, I didn't get the point what does 'participating in blogs means', i.e. having a blog of your won or posting comments on others. Anyways the both cases help increasing PR in their own way, the former one is helpful if your blog contains excellent content and has good SE visibility and the later one is helpful especially when you're on link building campaign. Having many backlinks and of course qualitative ones are the part of PR construction.
