Debbiev could probably answered this question better than me, she was the one that discovered that Spamland was using redirects. I don't know of any tools except directory rating services like strongestlinks.com. I just look at the source code and make sure I see a static link, and that he doesn't use no-follow tags. If you have a link in the directory that you want to check, what you can do is type the exact anchor text that you used in Google and see if it shows up in the SERPS, if you can't find it in the SERPS, the directory must have a problem. I got cheated from the Canny Link Directory that way, I got a link, but he uses some kind of redirects and it doesn't show up in the SERPS at all.
