Nope, maybe that's why the title of this tread implicates that we are aware that he is just a tool.
Those who do set precident on US foreign policy are clubs like PNAC and the Tilateral comission, there's no doubt about their influence, the past decades the members of those organisations have been dominating all aspects of the executive branch, and the US policy has been a clear reflexion of their documented views.
So if you wonder what the future plans for US foreign policy are all you need to do is spend some time reading what direction those organisations, and their members think the USA should go, because the past decades that's the direction the USA has been going, whether it was a republican or democrat president at the helm has made no difference whatsoever.
