Definitely get a website up for your portfolio. Then it's just a matter of getting new clients to your check out your work. Craigslist is an easy way to find gigs. Go to local (non-chain) stores and see if they need any web design or flyers etc...
I do web design (heavier on the design or front end part) and when I first started I landed a few small time gigs that lead to bigger and bigger gigs. 50% my new cleints send me more business. Get business cards, and even let friends know what you are doing. They might not have any need for design, but one or more often know someone who does. Word of Mouth is the best method of marketing for newer designers.
Though, it always comes back to one thing...
The better your portfolio looks, the easier it becomes to land gigs.
