The point is that this site
http://www.owsd.org/ was ranked #2. It shows how Google's rhetoric, and the rhetoric of many SEOs is questionable.
-The phrase the site ranked for didn't appear on the target page (or site) at all
-The phrase only appeared in an inbound link
-That inbound link was in the footer
-That inbound link was site-wide
