I have never done this myself so, if any of the more experienced and advanced users want to correct me i'm more than happy, but the general method is to create a submit into a database, thus recording their details and then writing a simple script to send the created newsletter to all the subscribed users? None of the above is difficult,

Simple INSERT script into the DB and a simple piece of code to emit the letter to all the e-mails recorded?

Validation on the subscription is the most important thing and your main rule when doing this is to be sure you validat as much as possible on the client-side before you send invalid queries to the server...
