Smoking inside public buildings in the UK such as pubs, clubs, work places is banned earlier this year. As it is on public transport. Most smokers are left with hanging about outside as a consequence.

The age at which smokers can legally buy a packet has just been raised from 16 to 18 a couple of week ago.

Its part of the policy to reduce smoking. It seems to be working.
