Don't hate me for this but here's a different perspective.
I think it may have something to do with the business model of the directory.
If a directory is set up mainly to inflate search engines, then search engines may not appreciate it.
If a directory has other features or stuff and has a different business model then that could be an asset there.
U know what I'm saying.
Look at alibaba, business.com, manufacturers.com.tw, businessnation.com ...................
