You face a difficult task, if it were easy to verify and keep accurate these details, Ebay would be doing it already me thinks.

In the UK there is the Electoral Register, but of course not everyone is on it, and it can get out of date as people move around. But councils do make available public versions that can be used for commercial purposes. There may be national versions too.

Database such as these exist and maybe of use to you to some extent. Costs I'm not sure about. But they will not be fool proof and if someone wants to fool you its not impossible to do.
