If you mean do people use Javascript a lot then yes people do, as it can do all sorts of things which can be good for the behaviour for your website, although you should never have a javascript dependant site, just like you should never have a image depenent website, as some people use text-only web browsers.
To be honest even if Javascript is turned off you just set it so that people don't have to enable it, it's not hard to do from what I believe.
