Submit to directories Google likes.
a) check their ranking depending on what they are (like business directory or travel directory etc)
b) see if the page you plan to place a link on is indexed and if the cache date is current.
c) see if the links on that page lead to good sites or junk
any link you can get "on topic" from an authority site or just a good site is worthwhile even if a reciprocal link is required (as long as total reciprocal links are a small percentage of your total inbound links)
forum sigs and articles carry weight too. Just takes a lot of them to do anything because they don't count quite as much.
Make sure to vary your anchor text and keep it natural. Some links anchor text should be your site name or url but the ones of most value try to get good keyphrased anchor text.
