I face exactly the same problem at my forums, one of the ways I dealt with it is by increasing maximum character in a post so that the "I agree" and " me too" type response are impossible to post.

I know this has its downside as well but the advantage far far outweigh the limitation it imposes on people who want to post genuine short "me too" post.
