If you were a cop and you knew your partner (or someone else in your unit) was corrupt, would you blow the whistle? That's the problem I think. Mainly you'd probably just keep your head down. I suppose rotating partners might help, but it might also put the corrupt cop into more contact with others. I wouldn't know but I imagine the process of corruption sometimes starts with a cop being slipped a C note by another cop to glance away for a minute.
