I use Paint shop Pro, where working with smaller graphics, especially rounded corners, can produce very noticeable "jagged edged" graphics. I usually try and make the outside pixel line a mid point between the graphic & the background, which helps soften the edge if there is a big difference of colour depth/brightness.

I'm always looking for better approaches, as I make a lot of web buttons, which sometimes look rough edged when you try the round edge approach.
