I've never understood how websites can be spam. I thought spam was unsolicited offers, if you've visited their site and don't like it you can leave. They aren't forcing it upon you. So their link tactic is spammy, but not their site. And in regards to the links ?p=123 Who cares? There is no connection between the two. What's more spammy: blog.com/?page=1 OR blog.com/i-changed-my-htaccess-to-make-my-urls-friendly-not-to-get-the-most-keywords-possible-in-my-url#i-promise
There's no difference now a days, search engines can handle either just fine.
