Business Site Questions...

Alright, I'm in the process of putting together a website for a friend of mine that owns a skate shop (boarding, bmxing, etc). Now I plan on creating the original site with CSS/HTML (keeping it simple), with plans to upgrade to PHP in the near future for SQL support. Would this be a good route to take? Or should I just jump right into the PHP? I would like to have an e-commerce store setup eventually with individual member log-ins, similar to any big name company like Dell, where members can put together a wish-list, get updated on new sales, items, etc. With everything out there, I guess my biggest question is, what language should I jump into to accomplish all this? I don't know if I'm making any sense, hopefully somebody will understand. Any help/suggestions would be greatly appreciated. Thanks for takin' the time to read in advance
