I guess first option means more traffic but i don't really know if fans will come to my site instead of going to those singers other fan sites, because probably at search results other fan sites will get better ranking because of the relevance of content.
But problem for second option is, if i want to make fan site for only singer x, probably there will be other fan sites for the same singer which will cause me not get much of traffic.

well i think whether u go for any option to make a website, but you should definitely go for SEO for your website.
