Both pages are relevant to digital cameras, but for some reason Google thinks they can guess which click through is more likely to result in a purchase.
I would think that if somebody clicks on an ad which says "Buy Digital Cameras", then the consumer interest in buying is qualified right then and there.
By the way, if the ads are irrelvant, Google shouldn't be serving them. If Google is unable to serve relevant ads, I believe they serve PSA. Either way, the cost per click shouldn't go down, IMO.
