Where are you renting your dedicated server from? Most server providers can sell leased licences to you which (IMO) works out better since you get lifetime upgrades, and a low "purchase" price (i.e. a small amount each month, instead of having to shell out $1000 or whatever).

My suggestion would therefore be to talk to your dedicated server provider to see what they can offer.

However, more generally, I'd suggest that you consider your needs and take a look at cPanel, DirectAdmin, Plesk, and Webmin/Virtualmin (in no particular order). Out of these, DirectAdmin ($299) and Webmin (free) come closest to meeting your budget requirements for a one-time purchase option.

PS Webmin itself isn't really a "control panel" as such that you'd offer to end users, but Virtualmin is available in 2 versions (free + paid) and compliments webmin nicely.

Depending on your needs (e.g. if the control panel is strictly for your own use), you may be able to just use Webmin...?
