A little motion in the banner isn't going to make them click, it's just going to alert them to the banner, really. So yeah, I would say a little movement in the banner is a good thing. Not too much though.

As for telling them where the click will take them, well... That's up to you really. Do they all go to the same place? If not it wouldnt be a bad idea to have a mousover event that kicks out a small box with the name of the site or something along those lines.

That's a tough one as there are a few ways to deal with that. One would be to use AS buttons and not MC buttons. Coupled with MC animations and not tweened so use the tween class.

Look into BitmapData(); You can load your images with pixel smoothing so it will look good shrunk or full without the jaggies.
