The best one is the second one, I'll explain:
The first one stands for a 100Mpbs PORT, which means you'll get the speed up to 100Mpbs and a limited amount of bandwidth.

The second one on the other hand means that you can use the bandwidth of a 10Mbps connection, this is between 3-4TB monthly. Your connection will still run on a 100Mpbs port (burstable to), but this depends on your webhost. This is also called "unmetered" bandwidth by many webhosts, don't take "unmetered" for "unlimited" though, they are total different terms.

The first one always comes with bandwidth much less then a 10Mpbs unmetered connection, therefor the second one is better but also costs a bit more.
