Advice in hiring a webdesigner

I am trying to start another business, people will go whoa "another business"

In the past i keep trying to start a business with partners, but in the end it never gets anywhere, mostly because i refuse to work with partners who dont work as hard as myself, or there simply not Hungry enougth to do whats needed to be done, a job that takes me 5 mins took them an hour, getting business would be left, to me alone doing a 3 man job

so thankfully because of all these trial outs, i knew never to take a loan with these people.

so now i am going to try one last time, this with one partner i know i can trust or on my own

so i have been writing up the lists, on products, steps and everything else i need to do

and i will be ready to take out a substantial loan

because of how extensive and complex the website is going to be, and the fact there is going to be several, a online one, a intranet one for our game/internet cafe, a ecommerce section, and one with regular updates

the thought of paying a outsource company does not sit easy with me especially knowing it can cost me 5k, and up to 500 quid per month for updates, and knowing how little work will be needed after 3 months

so i thought maybe it would be best to hire a full time Web Designer so i would like all you experienced qualified and hired professionals in the field

I have dabbled and done not too bad in webdesign myself, and can prob do the job myself no problem, but i already will be doing 2 full time jobs with a 3rd part time gig, so i just cant do it, I am Human i need sleeeeep

so what would be the best package to offer a full time web designer to make as many websites as i like, and using a range of all the latest technologys would 15k a year, with a wage increase after 18 months if the business was successfull be acceptable, or would there have to be other benefits or incentives you would recommend

also any other good advice would be welcome
