There in essence
is a rounded rectangle marquee tool. Just drag out a rounded rectangle from the pen tool palette using paths, then right click and "make selection", then you can select/transform selection, and drag that vector marquee anywhere you want before deleting/deleting inverse, or copying/copying inverse. You of course can choose cutting/cutting inverse as well.
