Is there a tried and proven formula

I'm looking for a better coordination between httpd.conf (or apache2.conf depending on apache version), php.ini and my.cnf. I have it 3 different ways on 3 servers and portions of all of them work better than the others. Most of the settings I understand, some are plain educated guesses and luck.

Is there a "formula" for lets say, a two processor server with 2 gigs of memory VS a one processor with one gig of memory. I'm hosting mostly bulletin boards and other apps using MySQL intensely... the load could be better I think.
