I'm sure you know that cheap and reliable cannot be in the same sentence unless you're going to add not as well

However, if you define "cheap" I'm sure someone can make some suitable recommendations to you. Without knowing your budget it doesn't make much sense for others to try guess at this... Also, you haven't given any inidication of your bandwidth requirements or preferred billing method (i.e. monthly allowance, 95th percentile, unmetered port etc.).

Finally, are you looking for managed or unmanaged service? The fact that some of your requirements are for specific software (i.e. cPanel, AV, AWstats etc. suggests that you are looking for the provider to provide software - since some of this is free (e.g. AWstats) also suggests you want server management?). Oh, and by "cpanel" do you mean cPanel specifically, or any decent control panel software - such as cPanel, DirectAdmin, Plesk etc?
