Generally, I would consider this a bad practice, especially if the page that those feeds are displaying on has ads because thats like making money off of someone else's work. In terms of SEO, I think because the links or content in what would be a widget on your blog showcasing RSS links to other blogs wouldn't be constant and instead would be continuously changing, I don't see how it would help you in terms of SEO.
