They will not declare Tobacco an illegal substance you are correct. But not for the reason that you are proclaiming it to be, sorry.
Following your premise then Marijuana and Cocaine would have never been made illegal either. Do you not think the government would be in a position to make multitude times more tax income from those legalized drugs than tobacco? Your logic is flawed.
