PR dont measure traffic and its not intented too. It just measure
the probability to get to some site if you navigate doing random clicks. Yes, believe this is the mathematical explanation.
In other words, it measure how many incoming links point to a site and measure the relevance for each link according to how many incoming links has the site that point to your site.
