1. Have a website that is worth listing. It must have content on it that sites already listed in the category do not have (otherwise forget it)
2. Write a perfect guideline compliant description and title (this is a good way to get an editors attention in amongst the huge pile of crap that gets submitted); HOWEVER; ~99% of submitted titles and descriptions are usually not guideline compliant.
3. Submit ONCE to the ONE best category.
4. Move on; forget about it; there is NOTHING more you can do.

Really really bad advice. DO NOT DO THIS. Resubmitting just:
1) Overwrites the previous submission with the new date and move your site to the bottom of the list if the editors chooses to use the pool of sites to look for new sites and sorts by date (most do)
2) If the sites been rejected, resubmitting just gets you tagged as a spammer.
