What you're looking for is a link exchange manager

Most of them have the feature that
Automatically checks link sites to ensure they still link back to you but I'm not suggesting you use such program, you can do it manually just create a list of your link exchange partner and check them twice a month if you're still on their link page, Don't run a website with tons of link exchange partner at some point Google have devalued such type of links and wouldn't help you that much at all.
