1. Log-in your blogger account.
2. Go to Lay-out tab.
3. Click "edit html".
4. The paste the following codes (posted below) below the <head> tag. Of course you must put your title, description and keywords between the two apostrophes.
<meta content='input your title' name='title'/>
<meta content='input your description' name='description'/>
<meta content='input your keywords' name='keywords'/>

And about the sitemap at google webmaster tool... (click the link) and log-in your google account. Then you will be ask to put the "URL" of your blog. The after that... you'll need to verify it just be checking your e-mail. Then you will ask to input your sitemap's filename. (I'm not so sure..)Wait after few hours... and then... I think it ends there... (I just found out this webmaster tool that can create a sitemap couple of days ago...hehe By the way... I'm not so sure about your question regarding linking it to other domain...
