this is industry is just starting to penetrate the online business. only few affiliates can be found on the web. but these few affiliates are gaining success so I suggest that you look for affiliate that would really help you and in return offer something useful or certain amount of money to them.

I don't like this market, I know you can make a lot of money with it - but dealing with the illegalities of it is too much of a headache for me.

I am also from the same industry since more than two years. I think this is never dieing industry. as people will never stop taking medicines. But while selecting the affiliate program you have to keep certain things in mind -
If they are following legal medical process
the treatment they are providing is safe to treat online
quality of drug - branded or generic
delivery period
price, of course if its competitive

if you are choosing affiliate program wisely, you are on right track
