Blog about it, relevantly.

For example, instead of just saying "hi here's a good web directory", talk about why it's a good web directory (not overcrowded, so it sends more traffic than a web directory that is overcrowded, and v7n has widely distributed search box, so we get more searches than most web directories, and it is also a very high quality link.)

You have to give the readers a legitimate reason to submit.

Sounds like v7n has a great thing going.. which seems odd to me. Aside from the fact that v7n.com is a three character domain name, how did this forum get so big? John must be a pretty impressive marketing man!
