My Recommendation would be:
Blogger.com
Wordpress.com
Today.com (you could get paid from it, and you may get $1 per post, isn't cool?)

Blogger will let you put google adsense ads while Wordpress(free) won't let you place google adsense ads. I would suggest you to buy one good hosting plan like Hostgator, buy one good domain and install wordpress and start a blog. Wordpress is the best blogging platform and loved and recommended by all. If you want to go for free blogging, to start with blogger is the best. But for a long term blogging, go for wordpress with paid hosting and domain.

I would like to add, review first your main goal why you would like to blog. Blogging is not a get rich quick scheme, it takes time to earn from it and it takes lots of work and money to promote a blog. If you just want to have a personal journal, use a free one, then as you become more experienced, move on to create new blogs with paid hosted accounts.

Using free account is not that bad, there are lots of famous blogs using free accounts, one of my favorite is http://strobist.blogspot.com/ PR 6/10, very useful blog when you are photographer.
