If I want to submit my website to 10 RSS sites is it ok to use the same title, description etc and submit all at once?

That's what I do when I use RSS submit. I don't think there's anything wrong with it.

You can use a ping service and accomplish the same thing in one go. e.g. pingomatic

There are multiple ping service sites. Just make sure you don't ping the same places if you use multiple services as this will get your blog listing deleted.

i'm pinging once a week, is it ok? should i ping after the every post? (i use wordpress, doesn't it ping after the posts?)

After each post added.

You can check what services are being pinged automatically by Wordpress by looking under Settings/Writing - at the bottom under Update Services

Varying anchor text is helpful but not critical.

Yes it is ok to do it all the same, but as Maya said it is helpful to vary it for SEO reasons.

Yes it's perfectly allright. But my suggestion is use different targeted keywords. So it will help to gain ranking.

Yes there is no issue you can start your submission. But be sure that you are using your own content to post your description. This will help you to get listed in google etc.
