I think it's better to refrain from posting than posting filler entries but it also depends on the blog. On a professional/business blog yes, on a personal blog, do whatever you want.

According to me, it is important to focus on quality. If you give good quality posts to visitors then it helps in converting visitor to customers. So it is important to give informative information to your visitors. If you do blogging frequently without good quality information then it will not help you.
