How to get a blog to a increase in page rank?

Is increasing the page rank of a blog (or any website for that matter) as simple as garnering inbound links?

If your only goal is Pagerank, then the higher the pagerank of the inbound links, the higher your pagerank will be.

Quality AND quantity.

Wellll, page rank isn't my only goal, however, I thought I should focus on getting to at least a PR4 so I can sell text links.

I realize this is a tough question to answer, but how much time, and how many links would it take to get a PRO new site, to a PR4 site?

Again, I am looking for a 'ball park' number.

Ball park, assuming you get a rake load of high PR links, about 3-6 months. This is assuming you are talking about toolbar PR.

Your pagerank is assigned almost instantly when you get a link. The toolbar PR is a few months old though.

Rake load meaning 30, 100? Is a 'high PR' about a PR5?
