This is by far the most complete suggestion I have read here so I just want to add one more... Try to make a really good and useful content all the time when you update your blog by writing a post every other day. This will help you in the long run to invite links coming in to your blog naturally.

^agree to that. the best way to promote a blog and get lots of traffic is true social bookmarking, you can also do groups and answers.
