1 way links are better than reciprocal links. The search engines look more favorably on 1 way links. Blog Comments - spam or not depends on how you do the comments. If you provide value but put a link in the section of the form where is asks for links, it's not spam. If you are there and do outright promotions, even if you provide valuable advice/feedback it's spam.
It is best to read a good portion of the blog and comments to get a feel for what is there. Believe me, when I was first starting with blog commenting and not sure, I found out the hard way. At the time I had followed the advice of the wrong person and got a warning from the blog owner I was spamming. I learned my lesson but unfortunately in a bad way.

I really use the free-article for get the backlinks from the other websites.
I use isnare for promote my articles but the cost for promotion is quite high for me.
Now I join the community-forum which have the same subject to my website.

Also another pointer when building backlinks - keep them targeted and relevant to your niche. They can also provide long term direct traffic.

Here is a tip I try to practice, though I am currently failing at it this very moment. Try marketing, not reading for marketing tips.
When I was a kid I used to live by a golf course in the woods. I would find the golf balls, and then walk up to the tees, and asked every golfer I saw if they wanted to buy them. I made a bunch a money, more than even my older friends that had jobs, and I only worked a few hours a day at most.
I always try to remind myself of this, because I was able to make a lot of sales without marketing at all. It may be a little different in regards to this is about getting more visitors vs. sales, but really it's the same. The only way your site will get busy is if you are out their making some noise. If you hide in the bushes because you are afraid of what some golfer might say, you will never make a sale. You need to go out there, and tell everyone about it.

But you need to know what to tell, whom to tell and how to tell, otherwise they will think you are just another guy trying to sell something
