As a blogging and CMS platform Wordpress.com is superior due to wealth of fearures and plugin capabilities.
From a SEO and traffic perspective, in the long run blogger should be considered given Google's new practice of featuring its products prominently in search results.

Wordpress every time! On private hosting. Infinitely more flexible and you can learn some basic web design skills while you are there!
Blogger only good for a bit of link juice and not much else if you ask me!

Both blogger and wordpress are great blogging platforms but wordpress having more advanced features and capabilities than blogger. The main feature is that we're able to install the wordpress script in our own server.

for those whose primordial consideration in blogging is earning some money but would like to start free from any form of expenses, then blogger as the blogging platform is preferred. But user wise, WordPress as a blogging platform whether the free WordPress or the WordPress software, is the best.

So majority of the members here mostly prefer WordPress for blogging platform...
But how about if the person is new in blogging and don't have any idea on html or coding, does wordpress still preferable?

If I have to choose a blogging platform, I would go with my own hosted WordPress. It is easy to use and supported by a community of developers.

The self hosted wordpress blog isn't hard to figure out. You install plugins and edit a few settings in them which does not involve any coding knowledge.
You need to know some basic html though. You know making clickable links, aligning images in blog post, do some tweaking in blog template as in add google adsense code or modify the layout a little. Besides, you have more freedom using self hosted blog as in it won't be deleted by WordPress.
Blogger will delete your blog if you violate there rules and also there are more limitations using blogger.

When you use a third party blogging platform, rather than self hosting you always have the risk of running into problems and getting your blog deleted. Blogspot seems to be more trigger happy than Wordpress, so I guess I would advise going with Wordpress. Ideally you should have a self hosted Wordpress blog.

If the blog is free, I prefer to use Blogger. But if it's not, I definitely choose Wordpress.org. What I like in wordpress is that it has some useful SEO plugins which you can't find in blogger.

I'm agree. Both platforms (I don't mean self hosted Wordpress) have advantages and disadvantages. E.g. Blogger give wide opportunities in blog design, you can choose every background, add css etc. Also Blogger has a big number of widgets.
As for Wordpress, I like statistics and admin panel in general. It's quite easy to navigate in it without any HTML knowledges.

I like both wordpress and blogger, but I use tumblr far more than either wordpress or blogger, due to the ease of use, and the "microblog" aspect, and how easy it is for my "followers" to view my content.
Tumblr does not play well with google, which sux...
