New to Blogging

Hi, I'm a newcomer to blogging and I have a few questions about the best way of updating content.

In my blog I've got several static pages that I'd like to contain specific content that I post (phones, tablet, etc). My questions is, how should I go about organizing such pages? Is there a way to automatically populate those pages?

Here's the scenario I have in my mind... Say I make a post about a new phone that came out, is there a way to have that post automatically show up in my "Phones" page?

Blogging cms usually have pluggins and widgets that allow you to do that. What cms do you use?

I'm not quite sure, I do everything in Blogger.

Don't know in what platform you develop your blog. if you able to post your url, i may able to understand. If its any CMS like wordpress or joomla then you can organize your content easily. Now days wordpress is better and most popular cms for blog website.
